Au cours de cette conférence, le vice-gouverneur de la Banque nationale de Belgique, Steven Vanackere, vous présentera les messages-clés du Rapport macroprudentiel et de stabilité financière de la Banque nationale. Il abordera notamment l'impact des développements macro-économiques et macro-financiers observés au cours des douze derniers mois pour le secteur financier belge, la stabilité financière en Belgique et les actions de la Banque en tant qu’autorité macroprudentielle. Cette présentation se conclura par une série de recommandations.

Ensuite, un panel réunira Maryline Serafin, CFO d’Ethias et Georges Hübner, Professor of Finance à HEC Liège.

Ils aborderont ensemble différents thèmes dont l’impact de la hausse des taux sur le secteur financier (y compris la rémunération de l’épargne), les développements observés sur les marchés immobiliers tant résidentiel que commercial, l’importance de l’efficacité énergétique des bâtiments, la couverture des sinistres en cas de catastrophe naturelle etc…

Une session de questions – réponses sera organisée en clôture de la conférence.

    Management of a team of 27 persons covering, as operational department, the supervision of:

    • The rules of conduct in the banking sector
    • The rules of conduct in insurance sector (companies, brokers and tied agents)
    • The rules related to the granting of credits to SME’s

     

    The department is also in charge of the organization of mystery shopping exercises and the approval of the compliance officers in banking and insurance sector.

     

    The department supports also other operational departments of the FSMA in realizing the inspection on the field. These controls are related to the supervision of:

    • Management companies of undertakings for collective Investment, portfolio management and investment advice companies, asset management companies (prudential supervision)
    • Currency exchange offices (Controls related to the respect of the rules related to anti money laundering)
    • Pension funds (prudential supervision)

     

    The department realizes also since October 2017, the control of the certified auditors in charge of public interest entities (listed companies, banks, insurance companies …) for the Belgian Audit Oversight College.

     

     

    Coordinator for the supervision of the rules of conduct (11/2011 – 11/2014)

    Function reporting to a director

     

    Management of a team of 5 persons covering, as operational department, the supervision of:

    • The rules of conduct in the banking sector
    • The organisation of the mystery shopping activities

     

    Main achievements

    • After the twin peaks, a team of auditors has to be recruited and a methodology of control has to be developed (including the risk assessment).
    • The activities of the team have to be organized to be able to cover the different competences and mainly in 2014, when the department received the responsibility to organize inspections for other operational departments.
    • Management of the contact with the entities of the sectors under supervision  
    • Active participation to the recruitment

     

    2010-2011: BNP Paribas Fortis - Brussels

    Audit Manager Corporate and Public Banking (2010-2011)

    Function positioned in the Inspection Générale Hub Brussels, reporting to the Director 3CIR (Corporate and Public Banking, Conformité, Corporate Investment Banking, Investment Partners and Risk).

    Management of a team of 10 persons (extended to 15 persons for credit aspects) covering the audit of Corporate and Public Banking, entity in charge of the management of the portfolio of Belgian corporate clients (revenues up to € 7,5 million).  The scope of the activities covers the audit related to the complete BNPP taxonomy (credit and counterparty risk, administrative risk, compliance risk, commercial risk, Human resources risk, accounting risk and IT risk)

    Main achievements

    • After the split of Merchant Banking in two entities CPBB (Corporate and Public Banking) and CIB (Corporate and Investment Banking), a team of auditor must be re-build and re-organised in terms of activities and competences.
    • Set-up and management of the annual risk assessment of the planning.
    • Management of the contact with the bank management (Executive Committee members)
    • Active participation to the recruitment
    • Development and application of a methodology to audit the commercial banking activities (operational risk, human resource risk)
    • Development of a specific program to cover the credit risk in the business portfolio.
    • Lead in several transversal audit as Customer Due Diligence with the development of a specific audit program and coordination of the assignment within the Corporate and Public Banking scope but also at level of the bank (transversal coordination between the businesses).

                   

     

    Senior Auditor Risk and Compliance (2006-2010)

    Function positioned in the team of Risk Management and Conformité, under the responsibility of an audit manager.


    Main achievements

    • Set-up and organization of a training related to MiFID Directive for the internal audit department. The training was given in all former Fortis location (Brussels, Netherlands, Paris).
    • Follow-up of MiFID project in the bank through an assignment but also via the participation to the steering committee of the project.
    • Set-up of a specific program to audit the implementation of MiFID directive across the bank (audit procedure impact study on the different business line of the bank)
    • Organisation and supervision of the MiFID audit in the bank (supervision of the assignment in the different business lines and responsible of report at bank level including the consolidation of the findings and the audit of compliance)

    Management of a client portfolio mainly composed by Belgian and International companies (Mother and Group’s subsidiaries primarily reporting under US GAAP, IFRS).

  • Georges Hübner

    Georges Hübner (Ph.D., INSEAD) is Full Professor of finance at HEC Liège – Liège University (Belgium). Georges serves as a non-executive director, chairman of the Audit Committee, and member of the Risk Committee at Belfius Bank SA/NV, as well as a non-executive director at Belfius Asset Management and Moury Construct SA (Euronext: MOUR). He is also a member of the Investment Committee of the CERN Pension Fund (Geneva). He was appointed in 2016 as chairman of the French Finance Association (AFFI). Academically, he is also Affiliate or Visiting Professor at University of Luxembourg, Maastricht University, and Aix-Marseille University. Georges has published numerous books and research articles about credit risk, hedge funds and portfolio performance in internationally renowned scientific outlets. He is the coauthor, with Pascal François (HEC Montreal), of The Complete Guide to Portfolio Performance, a reference book to be published by Wiley in 2024. He obtained the best paper awards in 2002 from the Journal of Banking and Finance and in 2012 from Finance. Georges is the founder and scientific advisor of two spin-off fintech companies of HEC Liège: SOPIAD (2021) and Gambit Financial Solutions (2007), which was taken over by BNP Paribas Asset Management in 2017. Georges also serves as a member of the investment committee of robo-adviser Birdee.
